This guide will focus on two things:
Getting the most fps and the lowest latency
Best visual clarity in the game
First we will look at the game settings, then other Windows related settings which can help you gain more performance out of the game. As usual, make sure you are up to date with your graphics drivers and Windows updates. I would recommend Windows 11 if you want the best performance, once de-bloated and configured it works very well. In game settings
This part is pretty straight forward, simply copy the settings below.
This will in no way make the game look "pretty". Some textures might look mushy or slightly pixelated. In the distance, a lot of clutter will be removed for better clarity.
GAME

Field of View: use whatever you are comfortable with, this will not effect performance overall but the higher this number, the wider view you will get.
Head Shake: to Low, who wants head shake anyway?
Border Brightness Settings: to High, this will make lootable items easier to spot.
Firing Blur: Off, we don't want blurriness when we shoot, do we?
Focal Point: this is also a personal choice, it will show a dot in the center of the screen. It will not represent where your bullets really go when you are hip firing which can distract you from actually hitting your target.
IMAGE

Aspect Ratio: use whatever you like but I would recommend sticking to your actual monitor ratio.
Screen Resolution: you should always use your native monitor resolution. Playing in another resolution than your native one can make the image blurry.
Screen Mode: Windowed Full-Screen, on Windows 11, this will give you the best performance/latency.
Overall Quality: Custom Super Sampling Quality: DLSS will only be available to NVidia graphics cards. I would not recommend FSR for AMD graphics cards users, it makes the game very blurry.
I would go with Quality or Balanced. If you have a decent GPU, definitely go for Quality.
Monitor: Use your best monitor!
Max FPS: 240, we want as much FPS as possible. If your PC is not struggling too much with bottleneck this will always give you the best latency. If your FPS fluctuate too much and feels inconsistent to the point where it bothers you then you might want to cap it to your average. This might happen if your CPU is not able to keep up with your GPU. V-Sync: Off, V-Sync is extremely bad for performance and will greatly increase latency. It will fix screen tearing but at a heavy price. Consider using G-Sync/Freesync if your monitor allow it instead.
Enable Main Screen Frame Rate Limit: Off, personal choice, I prefer my menus to be super fluid but it will make your GPU work more during your menus idle time. Variable Rate Rendering: On, This setting will focus rendering performance at the center of the screen/important parts of the scene and can make the image at the edges a little bit blurrier. Increases FPS with little to no visual impact. Frame Interpolation: Disable, this setting is frame generation to insert "fake frames" between real frames to increase perceived smoothness. This will dramatically increase input lag and will cause artifacts and blurriness in the image.

View Distance can be adjusted but I would use Quality or Maximum. If you feel like you are still struggling with FPS you can try to lower this but I would try to keep it at Quality.
